Small Business and Disabled Veteran Business Enterprises Program

The California Transportation Commission (Commission) is committed to increasing the economic opportunity and development of Small Business (SB) and Disabled Veteran Business Enterprises (DVBE) within the State of California by committing to an SB participation goal of 25% and DVBE goal of 5% on State funded contracts and procurement opportunities.

Executive Orders S-02-06 and D-43-01 and the Military and Veterans Code (MVC) established minimum goals of 25 percent SB/MB (microbusiness) and 3 percent DVBEs for all state contracts awarded. The statutory requirement for the minimum 3 percent DVBE goal is also cited in MVC Sections 999(a), 999.1(a), 999.2(a), and Public Contract Code Section 10115(c).

While the Commission is not a small business certifying agency, the Commission recognizes the SB and DVBE certifications from the California Department of General Services (DGS). DGS is the central purchasing authority for all state departments, agencies, institutions, community colleges, technical institutes and city or local boards of education.

  • SB/DVBE Suppliers Search - Search for SB, DVBE businesses by name, certification, zip codes or key words.
  • Small Business and DBVE Outreach Events - View a list of upcoming Small Business and DBVE outreach events.
  • California Multiple Award Schedules (CMAS) – The State of California establishes multiple award contracts in accordance with Public Contract Code Sections 10290 et seq. and 12101.5 (effective January 1994).  CMAS offers a wide variety of commodities, non-IT services and information technology products and services at prices which have been assessed to be fair, reasonable and competitive. Suppliers may apply for a CMAS contract at any time - no bids are required.  CMAS contracts are not established through a competitive bid process conducted by the State of California. Because of this, all pricing, products and/or services offered must have been previously bid and awarded on a Federal GSA schedule.
  • Cal e-Procure - The procurement system of record for the state of California which is maintained by DGS and the Financial Information System for California (FI$Cal). The system is the buying, selling, and small business component of FI$Cal and includes access to bidder registration, bids/solicitations, and purchase history.

Commission SB/DBVE Advocate

State law requires that State agencies with annual expenditures over $100,000 have available to small business and Disabled Veteran Business Enterprise (DVBE) suppliers, a liaison to help them resolve contracting issues with the state.  The small business & DVBE advocate's duties include making information regarding pending solicitations available to, and consider offers from, California small business suppliers capable of meeting the state's business need and ensuring that payments due on a contract with a small business are made promptly pursuant to the Prompt Payment Program (Government Code, Section 927 et seq.).

Annual Contract Activity Reports

The Department of General Services, Procurement Division, Office of Small Business and DVBE Services (OSDS) prepares a Consolidated Annual Report (CAR) that combines award statistics each year.  All State agencies, departments, boards, commissions and other entities must provide a CAR to the DGS Reports Coordinator annually by August 1st.  The most current CARs are listed below:
