The California Transportation Commission (CTC) has implemented a Nondiscrimination Program. Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs receiving federal financial assistance. Specifically, Title VI states, “No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” CTC is developing a Nondiscrimination Program and Language Assistance Plan to guide its administration and management of nondiscrimination related activities. There are additional State statutes  and implementing regulations that prohibit discrimination for State funded programs or activities.  

In addition, the Commission encourages local and regional agencies to conduct robust public engagement, consistent with Title VI of the Civil Rights Act, State statutes and regulations, and environmental justice considerations. The Commission continues to incorporate public engagement guidance into its planning and program funding guidelines to incentivize best practices for engagement at government agencies across the state. Staff is also undertaking development of a Public Participation Roadmap to help demystify the statewide transportation planning and decision-making process for the public.
