Elderly and Disabled Specialized Transit Program, FTA Section 5310
The Transportation for Elderly Persons and Persons with Disabilities Program (Section 5310) provides financial assistance for nonprofit organizations to purchase transit capital equipment to meet the specialized needs of elderly and disabled individuals for whom mass transportation services are unavailable, insufficient, or inappropriate. Public bodies that certify to the Governor that no nonprofit organizations are readily available in their area to provide the specialized service are also eligible.
Assembly Bill 772 (Aguiar, Chapter 669, Statutes of 1996) assigned the Commission oversight responsibility that includes program adoption, allocation of funds, establishment of an appeals process, and holding at least one public hearing prior to adopting the program project list.
