Local Bridge Seismic Retrofit Account (LBSRA)

The Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006, approved by the voters as Proposition 1B on November 7, 2006, authorized $125 million of state general obligation bonds for the Local Bridge Seismic Retrofit Account (LBSRA). The funds are available to the Commission, upon appropriation by the Legislature, to provide the 11.5 percent required match for federal Highway Bridge Program funds available to the state for seismic work on local bridges, ramps, and overpasses as identified by the California Department of Transportation (Caltrans).

The Local Bridge Seismic Retrofit Account guidelines were amended in October 2019 to incorporate new project delivery requirements and policy, identify Commission policy for the use of Account funds, and to provide guidance to Caltrans, the Highway Bridge Program Advisory Committee, and local agencies in carrying out their respective responsibilities.
